Are there any river cruises on the Rhine River in Dec.? It appears that most cruises end in Oct.

Yes, it seems there are winter cruises. Check out this website: http://www.bingen-ruedesheimer.com/ Click on the British flag to get the English version and then check out the various offerings. They definitely have a cruise on New Years Eve, beginning around 1800 hours (6pm) and returning 2am on Jan. 1
KD has a limited winter schedule - but boats sail only if a sufficient # of customers sign up in advance:

The Bingen-Rüdesheimer doesn't seem to offer anything in winter except for maybe the NY Eve deal. Why? People aren't crazy enough to get on a boat in winter there.
Jim: The trains follow the riverbank on both sides and allow for good sightseeing. They run every day, all day long. And they're kept nice and warm!
