There are several free hotspots around rome. I think that you may have to provide an italian cell phone number to get the password. Stupid anti-terrorism laws.
In any case this is a list of outdoor hotspots.

I was in Italy most of Sept. I found wi-fi many places.
Even the small gelato/coffee shops. The password is usually on
the receipt. I found I could sit there as long as I wanted....
All my hotels had WI-Fi (some did charge 1 euro for 24 hours.)
There is a website that I have seen that gives WI-FI sites all
over the cities.....seems they were color coded for free and pay sites.
I'll have to see if I can find the link.

The law requiring ID to use WiFi in Italy was repealed a couple of years ago.
