Under $200 will get you a lower end hotel. I stayed the night at a place called Hotel Spalenbrunnen for around 175 SF. It's right on the edge of the old town, and about a 10 minute walk to the river. I can't unequivicably recommend this establishment for two reasons 1) The aroma of the Indian restaurant on the first floor strongly permeates the entire hotel. 2) A strip club occupies the basement (they don't mention this crucial detail on the website!).
If you want a room on or near the river, I would expect to pay a lot more than 200.
