I wouldn't stay near the Tower (not much else there, not so close to other sights), but look at EuroCheapo for ideas. You can also look at their neighborhood descriptions, to see if you would prefer being somewhere else.

Areas such as the Marais, Bastille and St. Germain would be good choices. Might also want to consider the Latin Quarter as well. Lots to see and do here as well as plenty of affordable hotel choices. I will be in Paris for a two night pre stay to a RS tour. Will be in the St. Germain area and found a faily affordable hotel to stay at.

Where in the St. Germain area?

We have stayed at the Hotel Sevres Saint Germain. Nice, yet expensive now.

Just of the main St. Germain Blvd near the Mabillon Metro stop. Great locale with so many good restaurants here.

I'm not sure what you consider a budget price, but my last time in Paris I used Hotel L'Empereur. It's clean, quiet, new bathrooms, minimal services. It's near the Tower, Metro stops, bakeries, grocery shopping, restaurants, etc. It's across the street from Les Invalides.

I have stayed at Hotel Diana and Hotel Saint Pierre, both are clean and in great areas, would stay in both again, neither are by the Tower since thats not my idea of a fun or convenient area. Both are close to many metro, RER , bus lines, and walkable to many sites and the Seine.

Not near the Tower but we've used Hotel Jeanne d'Arc in the Marais a couple of times. We liked the location and thought that the price for Paris was reasonable.
