11. San Sebastián, Spain: When they drew the border separating France and Spain, they ignored the Basque people. To this day, this plucky and resilient "nation without a state" straddles the French-Spanish border on the Atlantic coast. The best stop in all of Basque Country also just happens to cook up the tastiest of tapas — or pintxos, as the Basques would say.
